DTI turns over 7 million facilities to ISAT U for MSMEs

ISAT U President Dr. Raul F. Muyong and DTI Regional Director Rebecca M. Rascon sign the Memorandum of Agreement and Usufruct Agreement for the turn-over of shared services facilities.

The Department of Trade and Industry (DTI) turned over  facilities worth seven million to the University through a Memorandum of Agreement and Usufruct Agreement signed at the Research Hub on December 21, 2018. The facilities consist of machinery and equipment such as laser cutter, plasma cutter, wood router, embroidery machine, thermal former, large scale tarpaulin printer, and laptop. It is part of DTI’s Shared Services Facilities (SSFs) “Shared Services for Filipino Micro, Small and Medium Scale Enterprises (MSMEs)” program, which are expected to spur the growth of micro, small, and medium scale enterprises through the university’s research and innovation.

DTI VI Regional Director Rebecca M. Rascon said that the university was chosen as beneficiary due to its accessibility and the full support of the administration, its relevance to the vision and mission of ISAT U in going for industry support through researches and in promoting the MSMEs. She also believes that not only the students will benefit from the facility but also the micro, small and medium enterprises, who will further avail of the services of ISAT-U.

Dr. Raul F. Muyong, ISAT U President, expressed his gratitude for being chosen as the project’s beneficiary. “This will help in our instruction and research especially on innovation and technology.  We are thankful that we were chosen by the DTI.” He added that “the facilities can assist our small and medium enterprises and assist in our innovation initiatives.”

The university president underscored the big advantage of the project to ISAT U. “It is very relevant since we offer engineering design. This will also help in promoting our research initiatives,” he said. Innovation and technology is part of the university’s vision and mission in helping the community. He believed that through the innovation initiatives it will help the MSMEs. “ I am sure this will help in improving lives of the people not only in the region but in the whole country,” he added.

The DTI provided the machinery and equipment for the Fabrication Laboratory at the Research Hub.

Leon Campus prof cited for educational innovations

Prof.  Julito C. Aligaen of  ISAT U Leon Campus was cited by UNESCO Asia-Pacific Programme of Educational Innovation for Development (APEID) in developing the award-winning Organic Agriculture Project Integration in Basic Education through Student Field School. The project emerged as winner in the 2018 Wenhui Award for Educational Innovation.

The project was awarded because it “demonstrated that experiential and discovery learning based on present socio-scientific issues is the most effective way for students to understand sustainable development issues.”

The project aimed at the sustainable production of healthy and nutritious foods without using synthetic fertilizers and harmful pesticides. Dr. Aligaen said that it focuses on “nutrient management, crop protection and environmental education.” The project targets the youth who are expected to be the next generation farmers.

It was chosen for the award as it reflects this year’s theme, Innovations in School, Family, and Community Collaboration for Quality Education which carries the important message that education is everyone’s responsibility.

With collaboration from different government agencies, organizations and the local government unit of Davao del Norte, Dr. Aligaen took part in the project in 2014 while teaching at Asuncion National High School. He laid out the integration and strategies of promoting organic farming to English, Science and Math subjects in pilot schools of the region.

On the same year, he transferred to ISAT U Leon Campus. Even with his new assignment, he continued in developing the project.

One of its innovations is the Student Field School. “We utilize Student Field School system in this project,” Aligaen explained, ‘hands-on education in organic farming is practiced in the production center or laboratory of participating schools.” Another innovation is the Stand Alone Lesson Plan for teachers who had not undergone formal training. A Teacher’s Guide, “the Bible” of the project, is also developed.

“In one of our pilot schools, the vermi-compost production is now stable and they were able to market some of their products,” Aligaen shared on the success of the project.

Aside from the Certificate of Excellence, a 20, 000 US dollar prize will be given. The Technical Working Group decided to use the money for the improvement of the program. “ I am now in the process of conceptualizing a possible collaboration with Department of Agriculture and Department of Education. A course in BS Agriculture major in Organic Agriculture is also considered,” said Dr. Aligaen.

In 2010, Wenhui Award for Educational Innovation was established by UNESCO APEID and the National Commission of the People’s Republic of China for UNESCO to emphasize the capacity of education and the human innovative spirit to address and resolve pressing issues and problems.

ISAT U produces another art champion

The university continues to produce winners as Red Duane V. Oligo bagged the grand prize in the T-shirt Art Design Category of the 2018 Vision Petron National Student Art Competition.

Kultura ni Juan, Oligo’s winning entry that detailed the different Filipino cultures captured the votes of the judges.  “I just think of different Filipino cultures that goes with the theme,” he said in a short interview. This year’s theme is Tuklas Kultura– experience and rediscover Filipino culture at its best.

He is taking up Bachelor in Industrial Technology major in Civil Technology. He persistently pursued his passion after failing once. “I did not make it when I was still in high school, I tried again and I made it this time. I am happy that my work was chosen among 306 entries nationwide, “he said.

Oligo received cash prize and Napoleon Abueva trophy during the awarding ceremony at Metrotent Convention Center, Metro Manila on November 28, 2018.

This is the second consecutive year that ISAT U students brought home major awards in this competition. Last year, the BS in Architecture students took the grand prize in Video-making Category and were semi-finalists in Painting-water based media and T-shirt Art Design categories.

ISAT U prexy joins UNESCO-UNEVOC Asia-Pacific cluster workshop

The delegates of the workshop gather to support global TVET in addressing pressing issues on skills, opportunities and initiatives. 

Dr. Raul F. Muyong  attended the United Nation Education Scientific and Cultural Organization-International Center for Technical and Vocational Education and Training (UNESCO-UNEVOC) 2018 East and Southeast Asia Cluster Network Consolidation Workshop at Seoul, South Korea on October 24-25, 2018.

The UNESCO-UNEVOC and Korea Research Institute for Vocational Education and Training (KRIVET) organized the meeting to create opportunities to strengthen the Asia-Pacific Regional Network. It also aimed to unite the experiences, capacities and potential in Technical and Vocational Education and Training (TVET) in the region with the global TVET. The move supports the UNESCO-UNEVOC International Center for TVET’s medium-term strategy (2018-2020) to guide and gather potentials and create opportunities for individual UNEVOC network members to address common issues faced by TVET Institutions.

Among the issues dealt with are the growing concerns of adapting to the multiple demands associated with increased employment and relevance of skills and qualifications to the labor market and technological revolution. Other tackled issues are on sustainable development, technological advancement and the demand for skills.

In the workshop sessions, Dr. Raul F. Muyong was elected Chairman of the group that handled TVET Attractiveness and Quality, Career Guidance. He led  the discussion and made sure that the issues to be addressed  were identified as well as the potential collaboration projects that the UNEVOC Centers can develop and its modality for collaboration, projected output, capacities built and opportunities created.

Dr. Mabaquaio presents UNESCO-UNEVOC Visayas Center best practices in Greening TVET.

Dr. Nemia H. Mabaquiao Director for National and International Affairs, also joined the meeting and actively participated in the topic Greening TVET. Dr. Mabaquiao said that ISAT U committed to promote Greening TVET plan for 2019-2021. “For our part, we will submit available teacher standards and share best practices, Training Methodology by TESDA used in teaching TVET and push for a Skills Olympics as part of our commitment to the network, “she said. “ ISAT U is also facing a tough challenge of holding the International Conference 2019 with the Colombo Plan Staff College in July next year. “ Dr. Mabaquaio added.

The ISAT U as UNESCO-UNEVOC Visayas Center was the only UNEVOC Center in the Philippines to participate along with representatives from Brunei Darussalam, Cambodia, China, Indonesia, Malaysia, Mongolia, Myanmar, Thailand and Vietnam. KRIVET is the Cluster Coordinating center in the region.

17 profs present papers in Indonesia confab

Professors from different countries gather to explore ideas on teaching science, technology and mathematics. 

Seventeen professors of Iloilo Science and Technology University (ISAT U) presented 12 research papers in the 1st Universitas PGRI Yogyakarta (UPY) International Conference on Applied Science and Education (1st UPY-INCASE) & 2018 International Conference on Education for Sustainable Development (5th ICESDev) at Yogyakarta, Indonesia on October 24-26, 2018.

The conference was also a venue for networking and partnership among the higher education institutions.  Dr. Manuel A. Sanchez, Jr.,  Vice President for Academic Affairs, signed an agreement for educational collaboration with 22 Indonesian  colleges and universities.

With the theme, “Integrated STEM (Science, Technology, Engineering and Mathematics) for Future Education”, the conference was co-sponsored by the Association of Science and Mathematics Coaches of the Philippines (ASMAC Philippines). Dr. Jasper L. Pastrano, ASMAC President and ISAT U professor was the first keynote speaker. He talked on “The Science, Technology, Engineering and Mathematics Education: A Vital Approach to Sustainable Development in the Philippines.”

PCOO staff commends ISAT U’s compliance with FOI

Dr. Gabriel M. Salistre, Jr. asks for some clarifications on the responsibilities of ISAT U as a receiving agency.

Ms. Kate B. Refendor, Creative Communications Officer, Presidential Communications Operations Office (PCOO), congratulated the university as the first agency in Iloilo to get on-board of the FOI portal during the Freedom of Information (FOI) enhancement training for administrative council members at the HRT Service Center on October 31, 2018.

She also acknowledged the university’s promptness in complying with the FOI Manual, providing the list of all information the agency records, stores and control, and for posting of FOI logo at the agency official website.

Miss Refendor talked on the salient features of the FOI Program. She gave attention on the concept of access to information, requirements for FOI request, obligations of ISAT U and the parameters of disclosure of requested documents and the FOI workflow. It was also made clear that FOI is different from other services such as the 888 hot line of the Civil Service Commission, Anti Red Tape Act (ARTA), and the law governing ease of doing business.

On the other hand, the eFOI Portal (electronic FOI portal) and its functionalities and technicalities was elaborated by Mr. Kristian Veil Nierves, Planning Officer II, PCOO. Mr Nierves also underscored the flagging system as the internal warning system for the FOI officer in complying with the time requirement for the requests as provided by the FOI law.

Univ conducts employees’ welfare, benefits forum

 ISAT U employees from different campuses listen to the discussion of the resource speakers.

The University conducted an employees’ welfare and benefits forum focusing on membership benefits from the Social Security System (SSS), Home Mutual Development Fund (Pag-ibig) and Philippine Health Insurance Corporation (PhilHealth)  on October 30, 2018.

Mr. Conrad S. Chiongson, Marketing and Sales Department Head of the Home Development Mutual Fund discussed the latest programs and benefits for Pag-ibig members. He gave emphasis on provident savings and shelter financing as the agency’s primary services.

The resource persons : Mr. Conrad S. Chiongson of HDMF, Geena Caro of PhilHealth and Mr. Arnel Genova of SSS.

Meanwhile, Ms. Geena Caro from the Philippine Health Insurance Corporation (PhilHealth) offered the agency’s Expanded Primary Care Benefits (ePCB).

Mr. Arnel Genova, OIC team head of the Social Security System (SSS), on the other hand, encouraged non-members and even the government employees to enroll as voluntary member and avail the services of the SSS. He also mentioned that the Memorandum of Agreement for membership of JO and CS employees is properly implemented.

Different issues are raised in the open forum.

The meeting was also an opportune time for the school administration to update the employees of what is in store for them.

During the president’s time, Dr. Raul F. Muyong announced that the NBC 461 Cycle 7A will pushed through as per decision of the Philippine Association of State Universities and Colleges (PASUC) to prioritize the human resource of the State Universities and Colleges (SUCs).  The  Php 1.2 billion capital outlay (Php10 million/SUC) will be utilized for the promotion and salary adjustments of the faculty. “We give importance to the human resource. The infrastructure projects can wait, “said Dr. Muyong.

The university president also disclosed that PASUC has forwarded a position paper to the Civil Service Commission, Commission on Audit and the Department of Budget and Management to reconsider the CSC- COA-DBM joint circular No. 1, s. 2017 governing the outsourcing of job orders and contract of service employees among the SUCs.

He also congratulated the employees for the university’s achievement of being an ISO 9001:2015 certified and enjoined them to work harder for the coming accreditation visit.

On plans and projects, Dr. Muyong announced that the university will enter into agreement with two agencies for textile development- the Project HABI with HABI Foundation and the 40 million hablon development project with the Philippine Textile Research Institute (PTRI). ISAT U Dumangas Campus also submitted a business plan including an eco- tourism development at the 80 ha. lot at Brgy. Aglalana, Passi City.

Aside from benefits, the proper completion of the Statement of Assets, Liabilities and Networth (SALN) form was also discussed by Ms. Maila S. Alparaque, HRMO II.

Finding the importance of updating the employees of their welfare and benefits, Dr. Gabriel M. Salistre, Jr. announced that this will be made an annual undertaking. The same activity was held last year with representative from the Government Service Insurance System.

ISAT U hosts Int’l Day of Peace events

The university hosted the Middle Way Meditation Institute’s (MMI) activities and the American Field Services (AFS) “Peace Crane Project” in the celebration of the International Day of Peace.

The ISAT U was the venue in Asia for MMI’s Light of Peace, Forum on Inner Peace and Wellness and concert for the promotion of world inner peace on September 22, 2018.

The (MMI) and ISAT U collaborated to hold the activity in line with the celebration of the International Day of Peace. Ms. Mazel May Jeongco, MMI coordinator, said that the event “also aimed to promote the United Nation Sustainable Development Goals and the Inner Peace Education. “

Similar activities were also conducted in New York City (USA), Lisbon, Portugal (Europe), Maputo Mozambique (Africa), and Sydney Australia (Oceania). Jeongco added that representatives from Thailand, Laos, Solomon Island and from different religious denominations joined in the different activities.

After the Forum for Inner Peace and Wellness and while waiting for twilight, the ISAT U Performing Arts and the PNP Band perform the concert for peace.

Earlier, the American Field Services (AFS) through the ISAT U Office of the Internal and External Affairs spearheaded the “Peace Crane Project and the “Peace Statement” to celebrate the International Day of Peace Celebration on September 21, 2018.

With 150 students, the crane, an international symbol of peace, was formed at the school football field.

The students also voiced their sentiments through the “Peace Statement”. In a piece of paper the participants wrote, “I AM A GLOBAL CITIZEN AND I WILL STAND UP FOR PEACE” to communicate their stand.

Numerous activities relating to music, meditation, and arts were also held in different countries to advocate peace.

BSA grad is 10th placer in PRC SPLE

A Bachelor of Science in Architecture graduate landed in the 10th place of the Professional Regulations Commission Special Professional Licensure Examination (SPLE) for Architects in August 2018.

Armando Titular Tayoba II is an addition to the long list of achievers ISAT U produced. With 80. 30 % rating, he belonged to the cream of the crop among the 326 examinees.

He graduated on 2013 and was the first to receive the Magna Cum Laude honors for the BS in Architecture program.

After graduation he ventured to the Middle East to support his family before taking the licensure examination.

He decided to take the SPLE at Qatar. The examination was also conducted in Abu Dhabi, United Arab Emirates; Al-Khobar, Jeddah and Riyadh, Kingdom of Saudi Arabia; Bahrain; Kuwait; Oman and in Singapore .

In his social media post he never forgot ISAT U for their achievement:

 “We will be forever blessed for this milestone achievement! Thank you so much ISAT U FAMILY esp to CEA-     ARCHITECTURE DEPARTMENT. Without our great mentors and educators we will be no longer in our shoes today. The learnings you taught us will be here forever in our hearts, the experiences you’ve shared with us will be a lifetime treasure. Congratulations ISAT University and to new architects! Let us continue to inspire the aspirants in our profession by our faith, love in our chosen career, and by our experiences in every battles in life. Cheers architects!. Cheers ISAT U!.”

Three other ISAT U alumni also passed the examination. Arch. Esther Sol Antopina, Gaudy Rafante and Elmo Palma, Jr. joined Tayoba in this feat.

This year, ISAT U produced 17 Electronics Engineers, 20 architects, 22 mechanical engineers and a whooping 100% performance for 38 electrical engineers.

Three Architecture alumni also won major awards in Metrobank Arts and Design Excellence (MADE) 2018 competition.

Int’l, local youth gather for Pure Love

Dr. Raul F. Muyong lead the university in supporting the Pure Love Campaign.

One in advocating love and purity, youth from around the world gathered at ISAT U for the Pure Love Campaign of the 6th International Youth Assembly on September 22, 2018.

With the theme, Peace Loving Global Youth: Bridging Gaps Towards Sustainable Peace, the Universal Peace Federation and Youth, and Students for Peace (YSP) organized the event aimed at uplifting the moral principles of the youth.

Delegates from Albania, Mongolia, Singapore, Malaysia, Indonesia, Thailand, Taiwan, Cambodia, Nepal, Fiji, Korea, and Japan joined the Filipino youths in shouting “Proud to be a Virgin” and in condemning immorality in the society.

The World Collegiate Association for Research of Principles-ISAT U (WCARP-ISAT U) and the university administration is in full support of Pure Love Campaign. ISAT U President Dr. Raul F. Muyong welcomed the participants and reminded them the sanctity of marriage.

The WCARP-ISAT U is the first of the three university affiliates in Western Visayas.

Imee Tanan, WCARP-ISAT U President, said that “the activity is an awareness to make one an active individual; instead of becoming a problem, the youth will be made a solution to the problems of the society. “ She added that Pure Love is not only about sex. “Pure Love is an education. It is an awareness not only on pre-marital sex but on all problems on morality confronted by the youth today, “ Tanan explained.

The Pure Love Address of Dr. Robert Kittel, YSP International President and Pangasinan Congressman Leopoldo Bataoil underscored the importance of love and marriage.

Prof. Ritchell Jalipa, President of YSP Asia-Pacific led the campaign for 20 million signatures to promote Pure Love Education among the youth to end teenage pregnancy and HIV in the Philippines. The signature campaign is also was one of the purpose of the activity .
