Univ launches Programmable Dehydrator Machine for Herbal Tea Materials

“This is a milestone in research initiatives,” said Dr. Raul F. Muyong during the launching of the Programmable Dehydrator Machine for Herbal Tea Materials at Ephrathah Farms, Inc., Brgy. Sariri, Badiangan, Iloilo on October 25, 2019.

Dr. Juanito C. Batalon, Director for Agricultural Resource Management Research Division (ARMRD), also lauded the project as an advancement and a milestone in agriculture. ARMRD is one of the five technical research divisions of the   Department of Science and Technology-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD). It is responsible for two commodities: Agricultural Engineering and Agricultural Ecosystem.

Funded by the DOST-PCAARRD, the project addressed the issue on production cost of drying and the quality of the dried materials.

Project leader Dr. Renerio S. Mucas said that the machine minimizes the cost of the drying process. “The machine is multi-powered and solar power is main power source to maintain temperature; it is renewable so it lessens the production cost,” he explained.

“Research and experiment was also used to increase the quality of drying to optimize retention of phytochemicals and nutrients,” added Dr. Mucas. A comparative test to determine the level of nutrients was conducted between the raw materials and its products dried the traditional way. “The result shows that most phytochemicals are lost due to either over exposure or too much heat, so the tea drinkers could not avail the nutritional value of the herb,” he said.

“So we established the right drying temperature for a specific material to keep its highest level of phytochemicals, “he continued, “thus, we develop the machine with programmable temperature to dry herbs with minimal cost but retains its highest nutritional and medicinal value.”

The machine was built for malunggay, guava, guyabano, and roselle tea.

“This project is in the priority area of smart farming, precision agriculture and automation in agricultural productions,” described Dr. Batalon. He also shared some of the projects and programs funded by the ARMRD and encourages more research and innovations geared towards the advancement of agriculture.

Dr. Raul F. Muyong, on the other hand, committed to develop more projects and envisions ISAT U to be a research university. The university president punctuated the importance of research and innovations and its impact to the community. He cited the Multi-powered Drying Machine for Food Processing, a similar project which was launched in 2018. The project has already created impact to the livelihood of seaweeds farmers in Brgy. Tiabas, San Dionisio, Iloilo. According to him, it was presented by the PASUC in the Senate budget hearing to support the budget for research activities of the State Universities and Colleges.

Engr. Ed Roderick V.Canuto, General Manager of Ephrathah Farms, Inc. is positive that the project benefits more beneficiaries and could create more linkages. He also emphasized on values, character and attitude needed to create an impact and outcomes. Ephrathah Farms is the partner of the project.

Dr. Raul F. Muyong reappointed ISAT U President

Dr. Raul F. Muyong was unanimously reappointed President of the Iloilo Science and Technology University for another four-year term  by the Board of Regents  upon the recommendation of the Evaluation Committee that assessed his performance from 2015 to 2018.

With no objections, the Board of Regents passed Special Board Resolution No. 01, Series of 2019 for his reappointment. CHEd Chair J. Prospero E. De Vera III signed the reappointment for four years commencing on August 5, 2019 to August 4, 2023.

ONE SYSTEM, ONE POLICY
When he was installed as the first president of the institution after its conversion into a University, Dr. Raul F. Muyong made a promise to unite the different campuses of ISAT U under one system.

In his address during his investiture rites on September 2015 he said, “My dream is to have one ISAT U. We maybe have different campuses, colleges, or departments, but we are ONE ISAT U with ONE Vision and aspirations.”

Under his leadership, “One System, One Policy” was implemented. Infrastructures and physical development was visible in all campuses. The equitable distribution of the university budget was also implemented. Opportunities for faculty and staff development were also strengthened to benefit more employees. Active involvement of the external campuses in decision making was also intensified.

The external campuses lauded the efforts of Dr. Muyong for the uniform benefits in the implementation of the Collective Negotiation Agreement incentives.

INFRASTRUCTURE AND PHYSICAL DEVELOPMENT
The four years of the Muyong administration saw a tremendous  infrastructure, physical and students’ development  in all campuses.

The Research Hub not only establishes the identity of ISAT U as the only science and technology university in the region but also added a boost to research and development goal of the university. The 45-million facility now houses the USAID-granted facilities and the fabrication laboratory of the Department of Trade and Industry.

The completion of the University Library (above) and the ongoing construction of the Student Service Center are two of the major infrastructure projects of the ISAT U under the leadership of Dr. Raul F. Muyong.

Other facilities are the 3-storey New Science Building or the N-Building (Php 38.6 million) that houses the College of Education; the Technology and Livelihood Education (TLE) Building (Php 24.5 million) that serves  as instructional facility and laboratory of Hotel and Restaurant Technology and TLE Students.

Two other facilities are on their way to completion. Dr. Muyong initiated the construction of the Student Service Center (Php 48, 164, 706.08), a one-stop-shop enrolment to employment facility. Once completed, the Student Service Center will house all offices that cater to frontline services of the students and facilities for students’ activities and programs. On the other hand, the completion of the state-of –art library (Php 42.3 million) is within reach. It features modern facilities for learning.

A 14-million pesos access route was also constructed and will soon connect the main campus to the new site.
The idle space in the third floor of the administration building was also converted into offices of the Vice President for Administration and Finance, Bids and Awards Committee, Internal Audit Office, Legal office and Public Information Office.

The major projects at the external campuses are: Barotac Nuevo – Industrial Technology Building; Dumangas- Administration Building and Mini-hotel; Leon- Rehabilitation and Expansion of the Library; Miagao- PE Fitness center and HRT Service Center. The University also procured 2 service vehicles for Barotac and Dumangas Campuses.

The Integrated Income and Revenue Generating Projects (IIRGP) was also intensified. When Dr. Muyong started as President in 2015, the income of the University soared from Php 9,826,939.00 to Php 15, 420, 231.77 (63.73%) in 2018. Part of the proceeds from the IIRGP was used to purchase a Php 5.5650 6-seater school bus, the first in ISAT U.

STRENGTHENING ADMINISTRATION AND LINKAGES

Under the Muyong administration major offices were created and linkages were broadened.

The Office of the Vice President for External Affairs (VPEA) was created and tasked to take charge of all International and National Affairs of the University. Under the VPEA are the offices of the International and National Affairs, Alumni Affairs and the Industry and Linkages Development Office.

To ensure management control and to conduct operation audit, the University created the Internal Audit Service Office (IAS). Among other functions, the IAS conducts management performance audit of the functions, programs, projects, activities of the University and its compliance. The office is also tasked to analyze and evaluate management deficiencies and assist top level management by recommending realistic course of action.

The Legal Services Office and the Public Information Office were additional units formed to beef up the University operations.

RESEARCHES AND THE IMPACT TO THE COMMUNITY

As one of the major areas of services, Dr. Muyong gives emphasis to the impact of researches to the community.
Two of the four USAID funded projects were already turned over to the community and had already created significant contributions to the livelihood of the beneficiaries.

The Multi- powered Drying System for Food Processing helped in providing a continuous production of seaweeds crackers among the locals of Brgy Tiabas, San Dionisio, Iloilo even during inclement weather. On the other hand, the S-Turbine project augment the water supply of the members of Cabacanan Multi-Purpose Farmers multi-Purpose Cooperative at Alimodian, Iloilo.

Meanwhile, the study on the Extraction of Hyaluronic Acid on Silver Whiting Head is completed and on the process of technology transfer while the Research on Valorization of Brown Seaweeds is on the process of completion.
The DOST has also funded three projects  and these are the Design and Development of Programmable Dehydrator Machines for Herbal Tea Products (P4,993,905.00), Development of Food and Health Supplements and Bioactive Fucoidants (P235, 000.00), Development of Green Packaging Technology Using Eco-Friendly Materials for Rice and Other Commodities (P4, 929,172.00).

The 13 externally-funded researches have  a total grants of Php 99, 225,713.00.
Seven researches were given Best Paper Award while 1 invention, 3 utility models, 7 industrial designs and 9 copyrights were registered with Intellectual Property Office.

On extension services, 280 extension programs were organized and conducted with 293 partners that trained 32, 321 clientele. Since 2015 until 2018 the budget allocation for extension services was Php 21, 418, 613.82.

RESEARCH PARTNERSHIP

Research and innovation is always in the bucket list of the university president. Two major partnerships that focused on research and innovation are being undertaken.

The ISAT U and the Department of Trade and Industry (DTI) launched the first Western Visayas Fabrication Laboratory. The 7-million Iloilo Center for Design, Prototyping and Modelling Equipment sits at the Research Hub.

Recently, the university partnered with the DOST-PTRI for the establishment of the Regional Yarn Production and Innovation Center (RYPIC). The RYPIC is the first regional facility of the PTRI.

ACADEMIC REFORMS AND INITIATIVES

Academic programs were revised and aligned with the new Policies, Standards and Guidelines issued by the Commission on Higher Education (CHEd).

New programs were offered and approved. The offerings of Bachelor of Science in Civil Engineering, Bachelor of Science in Tourism Management, Bachelor in Human Services, Bachelor of Science in Entrepreneurship, Bachelor of Technical-Vocational Teacher Education and the Bachelor of Technology and Livelihood Education were already implemented. The proposed BS Biology will be subjected to CHEd evaluation.

Dr. Raul F. Muyong untiringly pushes for quality education. His effort paid off as the University produced four (4) PRC licensure examination topnotchers. ISAT U institutional performance is mostly higher than the national passing percentage.

Aside from academic excellence, the University displays its dominance in the field of arts. In 2018, three major awards were bagged in the MetroBank Arts and Design Excellence (MADE) Awards and the Grand Prize in the T shirt Design Competition of the 2018 Vision Petron National Student Art Competition.

AWARDS AND CITATIONS

received the Certificate of Recognition as the Higher Education Institution with the most number of Certificate of Program Compliance (COPC) in the region.

Last year, the Civil Service Commission awarded a Certificate of Recognition to the University for achieving the Maturity Level II of the PRIME HRM Program.

The Accrediting Agency of Chartered Colleges and Universities of the Philippines (AACCUP), Inc. awarded ISAT U a Special Citation as Rank No. 3 in terms of percentage of accredited programs (1992-2008).

A Certificate of Recognition was also awarded by the Government Quality Management Committee on 2016 for achieving the goal of the Government Quality Management Program (GQMP) to strengthen the institutional capabilities in delivering citizen-focused public services and in implementing international standards-based quality management system.

ISAT U is also a recipient of the Emerald Award by AJA Registrars, Inc. .

PROGRAM ACCREDITATION

Under the leadership of Dr. Muyong, the University obtained Level III status of the AACCUP and all its campuses the ISO 9001:2015 Certification.

To assure delivery of quality education regular accreditation of different programs were also conducted. Currently, 4 programs were submitted for Level IV accreditation. 13 programs are Level III accredited, 29, Level II and 1 program in Level 1 status.

CSC recognizes ISAT U in Pasidungog 2019

The Civil Service Commission (CSC) Regional Office VI recognized ISAT U during the Pasidungog 2019 at Diversion 21 Hotel, Iloilo City on September 11, 2019.

Pasidungog 2019 is part of CSC’s 119th anniversary that aims to recognize outstanding accomplishments and exemplary behavior of government officials and employees considered as servant-heroes or “lingkod-bayani” and stakeholders which have provided continuing support to the Programs, projects and activities of the CSC Regional Office VI.

In a letter from Director Nelson G. Sarmiento of CSC Region 6,  ISAT U was recognized as an active partner in the various programs, projects and activities of the CSC and has been instrumental in the realization of the CSC’s goals, programs and projects.

University observes ASEAN Celebration

Dr Raul F. Muyong and designated officials, faculty and staff in ASEAN attire raise the ASEAN and member-nation flags.

The University observed  the ASEAN Celebration by holding different activities that heightened the awareness of the cooperation and collaboration of ASEAN-member nations towards quality education.

The university started the ASEAN Celebration on  September 2, 2019  with a video presentation at the Multi-purpose Educational Center during the flag ceremony. Students are also involved by letting them answer trivia questions related to the celebration every first Monday of the month.

Dr. Nemia H. Mabaqiuao, Director for International and National Affairs, said that part of the ISAT U commitment to the ASEAN is the wearing of ASEAN attire. “The wearing of the national costume and the raising of the flags of member nations and the ASEAN flag will be held during the flag ceremony every first Monday of the month up to the month of December. Monthly winners for the best ASEAN attire from different departments and the administrative staff will also be rewarded,”  Dr. Mabaquiao said.

The university is also actively involved in cross-country training of students with partner institutions in the ASEAN region as well as participation in the different academic endeavors and activities of the ASEAN.

Int’l welding tech center to rise soon

Iloilo Science and Technology University and Lincoln Electric Company entered into a Memorandum of Understanding (MOU) that will establish an International Welding Technology Center/Program. Dr. Muyong and Mr. Nahanni Nagle, Managing Director of Lincoln Electric Company (Asia-Pacific), signed the MOU on June 20, 2019 at MIRDC Compound, DOST, Taguig City.

The University develops the skills of the students in the field of welding.

The center is perceived to have world class welding technology training programs and will efficiently use site resources, accelerate student learning, and result in student highly employable in global and local industries, promote and develop research, technical cooperation and community services.

During the Skills Olympics of the University Foundation Week Celebration, Dr. Raul F. Muyong gave emphasis to welding. “Here in the Philippines, welding is just a course, but in other countries it is a profession,” he said. He also challenged the College of Industrial Technology  dean and the department heads to propose for a state-of-the-art welding laboratory which is relevant to the MOU. In the agreement, the University is tasked to provide site, welding curriculum and laboratory subject to recommended modifications by Lincoln Electric.

Lincoln Electric, on the other hand, will provide consultation services to develop an outcomes-based curriculum to meet local industry needs. The company will develop skill profile templates for selected welding technology occupations related to the content and quality of ISAT U industry partners.

It is also set to introduce approaches that will minimize cost of the laboratory and make the most efficient use of ISAT U funds. Among which are the specification of curriculum and hands-on equipment laboratories for the welding technology facility and compliance to the engineering education accords and an individualized learning delivery.

The development of faculty is also stipulated in the MOU. Lincoln will develop a master teacher program to ensure that ISAT U has a staff prepared to produce outcomes-based welding technology training programs and effective assessments for students to assure program quality.

The MOU also offers opportunity to students to access to industry-relevant international certifications by introducing ISAT U welding technology program teams to Lincoln’s certification-based partners.

Lincoln Electric is a reputable firm founded in 1895 with its head office in Ohio, USA and is registered with laws in Singapore for its Asia Pacific operations.

Suarez wins SR elections, joins BOR

Student Regent Adeline E. Suarez

“My passion is to be the voice of my fellow ordinary students,” was the quick response of Miss Adeline Espulgar Suarez when asked after being elected President of the Federated Student Republic (SR) on August 29, 2019. Suarez will represent the students in the ISAT U Board of Regents (BOR).

Her track record earned her the respect of fellow student leaders in different ISAT U campuses. “ I enter ISAT U as an ordinary student in 2016, and since then I joined the Chess Varsity Team,‘ she narrated. The next year, Suarez served the University as a student laborer.

Despite her hectic schedule, service is still in the priority list of the lady. In the same year, she run and was elected as Class Mayor . Greater opportunity came and she was elected as Student Republic Senator where she was awarded as the Most Outstanding Student Leader in AY 2018-2019. Miss Suarez was also designated as the Ambassadress of the Freedom of Information for AY 2019.

“This time responsibility and task are knocking the door of my leadership career, how could I say no?” was all she said when she won the election.

Among her plans is to reinforce the approval of the university president for students to attend programs sanctioned by the university. “ The problem is dehado ang mga estudyante, some instructors will not allow students to attend programs even if there are memos from the president, “ Suarez lamented. “I’ll be proposing a resolution that will oblige teachers to extend remedial activities for students who are excused in classes to attend programs and to give instructors corresponding sanctions for disallowing students,” she added.

A Bachelor of Information Technology senior, she plans to exploit the net for students information, “if by chance I will push through the first ever ISAT U Info Board Application, where all applicable information are directly seen and disseminated to the students,’ Suarez explained.

The famous words of US President John Quincy Adams which says, “ If your action inspire others to dream more, learn more, do more, and become more, you are a leader, “ inspired Miss Suarez and made her believe that “being a leader does not only possess the willingness to serve but also the willingness to help and inspire others.”

Dr. Muyong participates in TVET leadership training

Dr. Raul F. Muyong attended the 2019 UNEVOC TVET Leadership Programme for Asia and the Pacific at Bangkok, Thailand on September 2-9, 2019.

The program aims to strengthen the leadership skills of the TVET leaders across the globe. It is  also part of the UNEVOC program to strengthen the TVET in the region.

Dr. Muyong is one of the 16 mid-to senior-level TVET experts who participated in the event. Other participants are from Kazakhstan, Indonesia, Iran, Malaysia, Thailand, Fiji, Cambodia, People’s Republic of China, Sri Lanka, Singapore, Maldives, Bhutan, Malaysia, Nepal, Republic of Uzbekistan, the Philippines.

As head of the UNEVOC center, he provides the leadership direction in planning, implementing, cascading, monitoring and reporting the various projects, programmes of ISAT U and UNEVOC Center. He is also engage in strengthening the collaboration and international linkages to help address various gaps and issues. At present. UNEVOC is confronted with concerns on greening TVET institutions, access and equity, graduate mobility, changes in the world of work, TVET teachers’ qualifications and certifications.

The participants engaged in thorough discussion on the SDGs UNESCO normative instrument and regional strategies or TVET; impulses from the Asia-Pacific region; equality and fairness-protecting both genders; analyzing TVET systems through policy review; financing work-based learning; move to action; transforming TVET to contribute to sustainable and digital economies and societies; partnering with the private sector; quality assurance in TVET; leadership for change; and change management.

114th Foundation Anniversary Highlights

EMPLOYEES and ALUMNI DAY

FEFI DAY

A time for bonding and camaraderie, the faculty and administrative personnel from different campuses savor the moments of togetherness in the Faculty and Employees Federation, Inc. (FEFI) Day.

A day of fun, stress free and away-from-computer-and-classroom activities, the faculty and staff bond together regardless of their campus and work.

The faculty and staff enjoy the Patintero, Videoki Contest and the Amazing Race.

The Amazing Race made the representatives from different campuses connive with each other to finish the task assigned in every station. Aside from jumping ropes and face painting, the players also expanded their network of friends from other ISAT U campuses.

The Patintero, a Laro ng Lahi, made the faculty and staff remember their youthful days. Before the students, the professors and employees tried to revive the native game that are slowly brushed aside by modern gadgets and smart phones.

A modified Videoke Challenge was another new to a lot of ISAT U employees. No need to get a perfect 100 to win; just hit or get near the designated score and you pocket home the prize.

The sharing and giving during the community luncheon brought the members of FEFI closer and made their bond stronger.

The faculty of the College of Education entertains their co-employees. The COE Dancers are the champs of the Retro Dance Contest during the Testimonial Dinner.

FEDERATED ALUMNI DAY

One of the major activities of the celebration is the Federated Alumni Day.

During the opening program, Dr. Raul F. Muyong reiterated that the Alumni is one of the major stakeholders of the University. He considered them as “the number one marketer of the University in the global society and partners in the development of ISAT U.”

Federated Alumni President Atty. Leo S. Sombiro acknowledged the role of the Alumni Association in promoting the University,  “The alumni is the major stakeholder of the University; we are the people who is outside looking inside of our Alma Mater, we are actually the Ambassadors of the University because what we exhibit outside of the portals of our Alma Mater reflects the image of ISAT U.”

He also expressed joy of what the University has achieved, “I am very happy that the impression and the image for ISAT U has radically change, we are now being looked up by other people as a booming university. “ Atty. Sombiro also welcomed the challenge to level up ISAT U.

One of the highlights of the day is the turning over of a school bus to Miagao Campus. The acquisition of the 3.6 million pesos school bus donated by Vallacar Transit  is one of the major achievements of the Federated Alumni Association. The donation was through the efforts of Alumni Class 81.

Dr. Raul F. Muyong and Atty. Leo S. Sombiro lead the turn-over ceremony of the school bus donated by Vallacar Transit to ISAT U Miagao Campus.

The University is currently organizing new chapters of the alumni. “This is to strengthen the local chapters before reaching out to other areas,” said Dir. Luz F. Cabalfin of the Office of Alumni Affairs. The new chapters are CAS Alumni, CEA Alumni, CIT Alumni, COE Alumni and High School Class 89. Officers of the five new alumni chapters were also inducted into office.

The alumni renewed their friendship and reminiscence the good old days through parlor games, ball games and team building activities.

The alumni test their skills in the different games and activities.

114th Foundation Anniversary Highlights

OPENING PROGRAM

Mayor Jerry P. Trenas receives the Plaque of Appreciation  from ISAT U President Dr. Raul F. Muyong.

Iloilo Science and Technology University goes global in the celebration of its 114th Foundation Anniversary on September 9-13, 2019. This year’s theme is “ISAT U @ 114: Building Global Partnership for Inclusive Sustainable Development.”

“We are ASEAN citizens, we are global citizens,” was the call of ISAT U President Dr. Raul F. Muyong during the celebration’s opening program. “In our vision, we aim ISAT U as a leading science and technology university in Southeast Asia by 2030. We can only attain this if we actively involve ourselves in the global economy, global education, and if we participate our activities outside the country,”

Looking back at the person instrumental for ISAT U’s university status, the organizers invited Iloilo City Mayor Jerry P. Trenas as the guest speaker. Mayor Trenas, then Iloilo City lone district representative, sponsored RA No. 10595, converting Western Visayas College of Science and Technology into Iloilo Science and Technology University.

A sea of blue and gold filled the Multipurpose Educational Center after the celebration was formally opened by Dr. Raul F.Muyong. 

Mayor Trenas gave importance to formal education in the development of an individual. “It gives us the knowledge of the world around that changes into something better; it broadens our perspective about life and helps us build a strong sense of opinion,” Trenas said.

Education, according to Trenas,  plays a role in the development of people and society and it is part of the wheels for inclusive development of Iloilo City. He acknowledged ISAT U as an institution that is committed “to bettering the lives of each students and creating better opportunities and brighter future for everyone.”

The mayor also recognized ISAT U’s contributions in fostering better future through quality education, as a community that ensures holistic learning and development among Ilonggo students and the empowerment to effect positive change in the society. He also mentioned the university’s intervention as training ground and in the development of the Uswag Scholars of the city government.

A resounding applause filled the hall when Mayor Trenas signifies his support to ISAT U. “I am very proud of what this institution has become . . . from an institute to a college, and now to a University…you have my 150 % support.”

Mayor Trenas also included ISAT U in his dream to LEVEL UP ILOILO, “ bilang amay sang Iloilo, when I say Level Up Iloilo kita tanan ululupod agud mag Level Up. LEVEL UP ISAT UNIVERSITY. (as the father of Iloilo, when I say Level Up Iloilo, together we will Level Up. Level Up ISAT University.”

Setting the tone for globalization, the faculty and staff from different campuses wore global attires: the Non-Teaching Personnel-Asian; College of Arts and Sciences-South America; College of Engineering and Architecture-Oceania; College of Education-North America; College of Industrial Technology-Central America; Barotac Nuevo-Eastern Europe; Dumangas- Middle East; Leon-European Union; Miagao-The Carribean; alumni-Africa.
