ISAT U opens new PICO Technical and Communications Center to boost operations
The Iloilo Science and Technology University (ISAT U) unveiled its new Public Information and Communications Office (PICO) Technical and Communications Center in an inaugural blessing on Monday, January 29.
Officiated by Reverend Father Vincent Rabeje, CM, the launch event was attended by ISAT U President Dr. Gabriel M. Salistre Jr., PICO Director Dr. Heinz B. Gumaquil, and PICO personnel alongside various university stakeholders.
Strategically located near the Multi – Purpose Educational Center (Gym), the new and additional PICO headquarters will serve as a nerve center equipping the integrated communications and campus – wide technical assistance operations mandate of the office.
The spacious facility provides secure consolidated storage and maintenance for the photography and audio equipment assets managed by the office to cover events and other activities in the University.
As Dr. Salistre puts it, “This crucial expansion investment synergizes our efforts for effectively engaging internal and external stakeholders.”
Isat U Sends Students To Japan For Immersion
Four Engineering students of Iloilo Science and Technology University were recently sent to Japan for the Sakura Science Exchange Program. Together with the Dean of the College of Engineering and Architecture, Dr. Rowena P. Calasara, students Raynz Ferald Patron, BSCE, Jeara Michaela Muyong, BSECE, Marc Jared Coo, BSEE, and Francis Vonn Jesura, BSME, represented the university in the immersion. The students were selected based on merit and were sent under the program of the National and International Affairs of the university and in partnership with National Institute of Technology- Sasebo, Japan.
The five-day program which started on January 15 to January 20, 2024 gave the students the chance to interblend with Kosen students and to visit historical places of the country including Japan’s first floating offshore wind turbine, and Nagasaki City, where one of the atomic bombs was dropped. Also part of the exchange program was the opportunity for the students to give a lecture to first and third-grade Kosen students about offshore floating wind turbines. They also took part in a 3D printing activity where they designed their own souvenirs. They also had the facility tour of Hytrec, which stands for “Hydrogen Energy Test and Research Center. The program was highlighted by a lecture in Hydrogen Embrittlement by Dr. Hiroshi Nishiguchi from the Department of Mechanical Engineering of the same university.
All the four students were thankful for the chance of travelling and learning insights from this exchange program. As the BSEE student representative, Marc Jared Coo said, “The exchange program allowed me to see the world in a new and wider perspective, and it made me realize that we, as a country, still have a lot to improve.”
The Sakura Science Exchange Program seeks to foster international cooperation through cultural exchange and science immersion activities, to create culture and knowledgeable students who can apply their experience to advance the Philippines and the world.
The ISAT U team was assisted by Dr. Yoshihito Yagyu, Associate Professor, Department of Electrical Engineering, and Mrs. Ernie Aficionado Kakehasi, Appointed Associate Professor, both from NIT Sasebo College and Mrs. Kakehasi.
Ched Disstributes Smart Grant Assistance To Isat U Students
The Commission on Higher Education (CHED) Regional Office VI and Congressman Michael Gorriceta of the 2nd Congressional District in Iloilo conducted today, January 24, 2024, the releasing of the allocated budget for Student Monetary Assistance for Recovery and Transition (SMART Program) to ISAT U students.
Sixty-seven students including those coming from Iloilo Science and Technology University were identified as the first batch of qualified beneficiaries of the SMART Grant Program under CHED. They received a check worth Php25, 000.00.
This grant is given to qualified students enrolled in undergraduate program for Academic Year 2023- 2024 only. This will augment in the completion of their education and for the attainment of academic success as the world moves on from the effects of the COVID-19 pandemic. SMART Program is a one-time financial assistance to students in various Higher Education Institutions nationwide.

Isat U Holds Investiture For The 2nd University Prexy
The Iloilo Science and Technology University held an Investiture for the 2nd University President of the institution today, January 19, 2024 at the Multi-purpose Educational Center.
Dr. Gabriel M. Salistre, Jr. who rose from the ranks succeeded Dr. Raul F. Muyong, and became the 2nd University President on August 5, 2023.
The Investiture ceremony was officiated by CHED Chair J. Prospero De Vera III. The ceremony included the reading of the appointment as university president, the presentation and donning of the academic regalia, presentation and turn-over of the university mace, and the signing of the oath of office.
In his President’s address, Dr. Salistre expressed that leading the university is God’s will and because of that he will work hard to fulfill the vision and mission of ISAT U. He promised that he will uphold transparency in his leadership and will work hard for the greatness of ISAT U. Although he said that the responsibility of the university president is not easy, he believes that he would be able to surpass the challenges through God’s guidance and through the effort of everybody. He encouraged the faculty and staff to work hand in hand with him and set aside the differences to be able to achieve the goals of the university. “Whatever achievement or status the university has, is not about individual effort but the collaboration of the people working for the good of the university.” “We will be one as a university no matter what campus you are. Let us march forward and put ISAT U on a pedestal of excellence,” he added.
Dr. Salistre is looking forward to more academic achievements by providing the students quality education through the expertise of highly qualified professors and teachers. He also promised to support not just the faculty but everyone who works for ISAT U goals.
The Investiture ceremony was attended by University Presidents from State Universities and Colleges in Western Visayas, Regional Directors of different government agencies, the Board of Regents, faculty and staff, friends, mentors and family members of the university president.
University Inaugurates Cherc
The Iloilo Science and Technology University launched and inaugurated today, January 18, 2024, its Cultural Heritage and Educational Research Center (CHERC), at the New Site of the University.
Leading the ceremony, Dr. Gabriel M. Salistre, Jr. ISAT U President, expressed that this event is a significant milestone for the university’s commitment to preserve and promote the rich Ilonggo culture and heritage while fostering educational research.
Meanwhile, CHED Chair J. Prospero De Vera III, who graced the occasion, emphasized that CHERC is not just a stand-alone museum, but rather a showcase of various aspects of Iloilo’s history, culture and people. This project which was made possible through the invaluable support of the Commission on Higher Education is just one of their many Edu-Tourism projects for the different State Universities and Colleges in the country. Dr. De Vera expressed his happiness on the launching of CHERC because this is a project that identifies the creative efforts of ISAT U and that it can help in making Iloilo City a competitive historical destination in the country.
The Cultural Heritage and Educational Research Center which was started in the incumbency of Dr. Raul F. Muyong, is a Php12, 502,559.29 project with Php 9M budget from CHED and the rest is ISAT U counterpart from Fund 164. It will serve as a museum with a digital platform to communicate Ilonggo industry and history to the whole country and other partner institutions abroad. It will also serve as a hub for students, faculty and researchers to collaborate and explore various aspects of Ilonggo history, cultural heritage and research.

Anceno, ISAT U Board of Regents, Iloilo City Tourism Officer Ms Junel Ann Divinagracia, Prof.Melanie Padilla, former Director of Center for West Visayan Studies, Ms. Pilar Martinez and ISAT U Media partners to name a few.
CHERC will be run by Dr. Eric de la Vega, OIC, and will be under the office of Dr. Carmelo V. Ambut, Vice President for Research and Extension.
University to Launch Cultural Heritage and Educational Research Center
The Iloilo Science and Technology University is set to launch its Cultural Heritage and Educational Research Center (CHERC) on Thursday, January 18, 2024 at 8:00 AM.
The establishment of CHERC is another significant milestone for the institution. It was made possible through the invaluable support of the Commission on Higher Education (CHED) which aims to promote and preserve the rich cultural heritage of the Ilonggos while providing a platform for educational research and innovation. The center will serve as a hub for students, faculty, and researchers to collaborate and explore various aspects of the Ilonggo history and cultural heritage and research.
The Cultural Heritage and Educational Research Center is a three storey building. The ground floor or the Gallery A will feature old pictures and archival documents of the university giving you the glimpse of ISAT U history. Samples of ISAT U creative industry such as wood working and fashion and design will be positioned on the 2nd floor or Gallery B. Together with the creative industry is the digital library where the digitized copy of the local newspapers from 1913 to 1941 can be found. The digitized copy was made possible through the effort of Makinaugalingon Printing Press. With this, Ilonggo culture and heritage can be read and studied. The 3rd level of the building is designed for a coffee shop where local products can be savoured.
The program for the launching event will include a ribbon-cutting ceremony, a brief presentation of the rationale of the museum, and the importance of cultural heritage and educational research.
CHED Chair J Prospero E. De Vera III is expected to grace the occasion together with the Regional Directors of DOST, DOT and other important guests.
ISAT U honors visionary leadership of former Presidents Muyong and Sorolla
A testimonial program will be held on January 12, 3:00 PM at the Zuri Hotel in Mandurriao, Iloilo City to honor the visionary leadership of Dr. Raul F. Muyong and Dr. Luis M. Sorolla Jr., former presidents of the Iloilo Science and Technology University (ISAT U).
The event, organized by the university administration, aims to recognize the instrumental contributions of Dr. Muyong and Dr. Sorolla during their respective terms as university president. Dr. Sorolla served as president from 2006 until April 2014. Under his administration, ISAT U saw the establishment of new colleges, courses and research facilities, rapid growth in enrolment, and greater industry linkages.
During the incumbency of Dr. Sorolla, R.A.10595 was signed into law, converting WVCST into a university but implementation was withheld pending compliance of new additional CHED requirements which eventually, were also complied.
Dr. Muyong succeeded Dr. Sorolla, serving as the last College president from April 23, 2015 to May 17, 2015. On May 18, 2015, WVCST was converted into Iloilo Science and Technology University, making Dr. Muyong as its first University president. He served until his 2nd term ended in August of 2023. Thus, he holds the distinction as the last College President of Western Visayas College of Science and Technology (WVCST) and the first University President of Iloilo Science and Technology University (ISAT U).
Building on early successes, Dr. Muyong focused on enhancing ISAT U’s quality education and global competitiveness. This includes elevated rankings among Philippine universities, 3 – Star QS Rankings, DILG Institutional Accelerator Award, ISO Certification and Recertification, a streak of board topnotchers, national and international winners in sports and arts and numerous recognitions from agencies and award giving bodies.
Their terms as president guided ISAT U through formative decades, paving the way for its current stature as a premier science and technology institution.
The ceremony will celebrate the two leaders for their vision, progressive thinking and steadfast dedication to making ISAT U a leading source of innovations and talent. It will highlight their legacy of excellence, which continues to inspire the university community.
